You may qualify if you:
  • Rent or own a home built before 2020
  • Use gas, propane or wood to heat your home or water
  • Live in an Initial Community Focus Area 
    • Eastern Contra Costa
    • Western Contra Costa
    • East & West Oakland
    • East Palo Alto
    • East San Francisco
    • Humboldt County
    • Morgan Hill & Gilroy
    • North & South Sacramento
In time and with funding availability, the program may expand to other Northern California communities. Details to follow as information becomes available.
  • Meet income eligibility requirements  
    • Income verification or already verified by an eligible income-based assistance program. 
  • Consent to share energy usage and allow for a home check up by an energy expert.

How to Get Started

  1. Fill out the Request More Information Form
  2. A local community-based organization will contact you to explain the program, check if you qualify, and help you sign up.  
  3. An energy expert will visit your home to identify the upgrades you need 
  4. A trained approved installer will complete the work at no cost to you 
  5. Enjoy your upgraded home with cleaner air, lower energy use, and more comfort  

Program Funding

The Equitable Building Decarbonization Program is overseen by the California Energy Commission and administered by the Association for Energy Affordability in the northern California region. The program is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Invest, formerly known as Cap-and-Trade, dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities. Partial funding is provided by the Home Efficiency Rebates (HOMES) Program overseen by the U.S. Department of Energy.
