Available Contractor Opportunities

The Equitable Building Decarbonization (EBD) – Northern California Program is currently offering two contractor participation opportunities: 
  • C-Specialty Contractor Directory – Open to licensed C-Specialty Contractors serving Northern California program service territories. 
  • Humboldt County General B Contractor RFQ – Open to qualified General B Contractors interested in supporting projects in Humboldt County. 

C-Specialty Contractor Directory

The EBD Northern California Program is establishing a C-Specialty Contractor Directory of licensed contractors that may be shared with participating General B Contractors seeking qualified trade partners for program projects. 

Priority License Classifications 
The program is currently seeking contractors holding the following California contractor licenses: 
  • C-20 – HVAC 
  • C-10 – Electrical 
  • C-36 – Plumbing 

Contractors holding other C-classification licenses are also encouraged to submit their information for future consideration. 

Contractor Directory Participation 
Participation provides contractors with the opportunity to: 
  • Share information about your company, licenses, service area, and experience. 
  • Be included in a directory that may be shared with participating General B Contractors. 
  • Receive information about future contractor participation opportunities. 

Please note: Inclusion in the C- Specialty Contractor Directory does not guarantee selection for program work or future contracting opportunities. 

Minimum Qualifications 
Interested contractors should be prepared to demonstrate: 
  • At least three (3) years of residential energy efficiency and/or electrification retrofit experience. 
  • An active California Contractor State License Board (CSLB) license in good standing. 
  • Required insurance coverage. 
  • OSHA-trained field staff and supervisors. 

Preference Criteria 
In addition to the minimum qualifications, contractors will be asked to indicate whether they meet any of the following preference criteria: 
  • Employ Skilled and Trained Workers as defined by California Public Contracts Code Section 2600 et seq. 
  • Maintain a headquarters, satellite office, or workforce located within a program service territory. 
  • Participate in a state-approved apprenticeship program. 
  • Demonstrate targeted hiring, workforce development, or inclusion initiatives that support recruitment and advancement opportunities. 
  • Are owned by socially and economically disadvantaged individuals, as demonstrated through recognized state or federal certifications, including Disadvantaged Business Enterprise (DBE), Small Business, or Disabled Veteran Business Enterprise (DVBE) certifications. 

Preference criteria are not required to submit an Interest & Qualifications Form. However, the initial C-Specialty Contractor Directory is expected to include contractors that meet at least three preference criteria.

Humboldt County General B Contractor RFQ – Open July 24th

The EBD Northern California Program will release a Request for Qualifications (RFQ) for General B Contractors interested in providing project delivery and installation services throughout Humboldt County. 
Projects may include: 
  • Single-family homes 
  • Multifamily properties 
  • Manufactured and mobile homes 

General Contractors may self-perform work or partner with qualified subcontractors, supporting local workforce capacity and contractor partnerships. 

We Are Looking for Contractors That: 
  • Have at least three (3) years of residential energy efficiency, electrification, weatherization, or similar retrofit experience. 
  • Demonstrate quality workmanship and strong customer service. 
  • Have operations, workforce connections, and project experience in Humboldt County. 
  • Are committed to serving low-income and underserved communities. 

Contractors located outside Humboldt County are also welcome to respond.  While this RFQ is focused on building local implementation capacity in Humboldt County, contractor information from qualified applicants outside the region will be retained for consideration should current project opportunities arise, or the program expands into additional Northern California service areas. 

Note: Access to certain program materials, including cost-related documentation, may require execution of a Non-Disclosure Agreement (NDA).
