Welcome to the Equitable Building Decarbonization Program - Northern Region
The Equitable Building Decarbonization (EBD) Program – Northern California is issuing this Request for Qualifications (RFQ) to select appropriately licensed, insured, and bonded General Contractors who can, directly or indirectly through a subcontractor, provide construction services in low-income households in single-family, multifamily, and manufactured and mobile homes in under-resourced communities. While the initial launch of the program will be limited to approved Initial Community Focus Areas (ICFA), the purpose of this RFQ is to develop a pool of contractors for the entire EBD – Northern California service territory, which may be expanded over time based upon funding availability.
This program represents an important opportunity to advance equitable and efficient electric approaches to building decarbonization across the region. We welcome responses from qualified General Contractors that serve these communities, have at least three years of experience performing residential energy efficiency and electrification retrofit projects, and share our commitment to delivering meaningful impact for communities and driving a more sustainable future.
