The Equitable Building Decarbonization (EBD) – Northern California Program supports low-income households by replacing gas-powered appliances with high-efficiency electric technologies such as heat pump space and water heating at no cost to the property owner. By prioritizing communities most impacted by pollution and high energy burdens, the program advances equitable access to clean energy upgrades for households that have traditionally been underserved.
