Building Initiative for Low-Emissions Development Program (BUILD)
Overview
The BUILD program is a market transformation and residential building decarbonization program that provides incentives and technical assistance to support the adoption of advanced building design and all-electric technologies in new low-income all-electric buildings and homes. The program serves customers located in the territories of Southern California Gas, Pacific Gas & Electric, San Diego Gas & Electric, and Southwest Gas Corporation. Funded through cap and trade, the CPUC reserved $80 million for the BUILD program. Developers can receive up to $2,000,000 in incentives to help reduce construction costs. Eligible new adopters can be awarded $100,000 to help with design costs. AEA serves as the prime technical assistance (TA) provider in the program. The TA services include project planning, design review, incentive assistance, manufacturer referrals, and technology evaluations. Developers can receive up to 300 hours of no-cost technical assistance. The BUILD program is scheduled to continue through 2026.
