2018 WAP State Plan Hearings

On January 31, New York State Homes and Community Renewal (HCR) held a public hearing on its 2018 State Plan for the Weatherization Assistance Program. Representatives from AEA and its member agencies Northern Manhattan Improvement Corporation, Sunset Park Redevelopment Committee, and Bedford Stuyvesant Restoration Corporation attended, with formal comments submitted by AEA and NMIC.

In his testimony, AEA Executive Director David Hepinstall cited the Weatherization program as a prime example of how government and the private sector can work together effectively to achieve the goals of energy efficiency, including reducing the energy burden of low-income New Yorkers, increasing their self-sufficiency while improving their health, creating local jobs, and stimulating investment in housing revitalization and community development.  He commended HCR for reinforcing the requirement that WAP subgrantees follow federal guidelines to utilize IREC-accredited training programs for courses preparing their workers for Home Energy Professional certifications.

Hepinstall urged HCR to work closely with the Governor’s office in the coming months leading to Earth Day while the Governor is setting new statewide energy efficiency goals, and to encourage the Governor’s office to build on the proven and accountable strategies of the Weatherization Program to achieve deeper energy efficiency in New York’s residential housing to help us meet tomorrow’s challenges under New York State’s Reforming the Energy Vision (“REV”) initiative.
